[MCI] Juggernaut Change

I bought Juggernaut recently... and its horrible. You can rarely notice a difference when it comes to protection II. You take half a heart less of damage every 3-4 times you are hit or something like that. That means, you might take 1 more hit to die. It's horrible, not to mention it costs 4 prestige tokens! Here are my two ideas to make Jugg actually worth the tokens:

1) When you are below rank 19 (The rank you get iron pants) you receive a chain chestplate. This is much better imo...
