What does your suggestion do: Whenever you shoot an arrow you have a 40 or 50% (taking feedback) to shoot out a flame arrow, and if hit an infected they will be set on fire for 3 to 5 seconds, AND (Doesn't need to be added) if you hit the infected you will have a 20% chance to create an explosion around the hit infected.
Pros of your suggestion: Since The Firemind Change, maybe this could take it's place and doesn't have a massive impact...
